It has been League practice in years past for the home team to pay the umps and provided the baseballs, except at 12U where both teams split. The old policy made it important that teams played an evenly divided home and away schedule, especially if they had no concessions. With the growth of the League and the increased utilization of many baseball fields, this policy became a significant scheduling constraint in 2004. Two teams both wanted to play but the "wrong" team had the available field. Rather than have both teams sit idle, ENYTB members have agreed to a change in policy. Beginning in 2005, both teams will split the ump fees at all games and the home team will provide all baseballs (see DH exception below). The formal version of our new rules are presented below.FROM:ENYTB Constitution and By-LawsArticle IXSection 9.5 Home GamesWhenever possible, each team shall be scheduled an even number of home and away games. 1 Payment Of Umpires. The home and away teams shall split all umpire fees equally at every game regardless of who is home and away.2. Provision Of Game Balls. The team designated as the home team on the official league schedule shall provide all game balls except for same team (non-split) doubleheaders when each team shall play one game as the home team and provide all game balls.3. Scheduling Of Umpires. Under normal circumstances, the home team shall provide for the scheduling of umpires. Exceptions: • Opening Weekend - On opening weekend it shall be the duty of each host field to schedule umpires for all games. • Home/Away Reversals - Also, due to field constraints, the roles of home and away may be reversed i.e, the traveling team may be designated as the home team and the non-traveling team may be designated as the away team. In such cases, the non-traveling team shall be responsible for field preparation and scheduling of umpires. • Third Party Fields - When neither team is playing on its home field it shall be the responsibility of the designated home team to coordinate with the field owner, the scheduling of umpires. If the teams cancel the game without providing the field owner with timely notification and the umpires are not properly canceled, the designated home team shall be responsible for all umpire fees incurred.
